We are introduced to a retired CIA agent who is going to reveal a plot against the organisation. At the beginning of the film journalist Greta Becker is met by Viktor Radek. He carries with him top-secret CIA documents that might erode public trust in the agency. Shortly after she checks the papers, he shoots her to death. Before killing her he admits that he wants to get the word out for his own reasons.
